Introduction
Road Transportation and Highways
Department are working hardly for the purpose of developing the socia- economic
situation through preservation and expansion and developing network of highways
beside construction of modern public transportation system. At present the
situation of highways network are existed better than previous any time.
Therefore commute of the people and product transportation has become comfortable
and and problem free. Last 6 years the department has implemented hundred
percent of development budget. The sequence keeping continuous vision – 2021
will be possible to implement as well as united nation sustainable development
(SDG) 2030 achieving and time updated work planning 2041 therefore.

Total 21,302.08 kilometers are
existed under road and public highways ministry (SOG). The information of this
highways of the classification and the bridge and culvert existed are as

Development Activities of Last 10
Years
Development and reformation
activities as mentionable accomplished by office/ organization under this department
in last ten years are in bellow:

projects has been accomplished in the last ten years and 341 new projects has
been taken.
·
5171.27
kilometer highways has bee widened including making stronger of 4331.37
kilometer highways under the development sector by road and public highways
from 2009 to June 2018. At the same time under the non development sector
carpeting and seal coot of 4868.65 kilometer, 1892.41 kilometer DBST and
8158.11 kilometer over rail has been accomplished.

During
that time 914 bridges and 3977 culvert construction/ reconstruction and 9
flyover/ overpass and 7 under pass has been constructed.
·
416.64
kilometer from 2009 to June 2018 has been developed of national highways of 4
lane or over four lane. Among them Dhaka- Chittagong national highways, Dhaka-
Moymanshingha national highways and Nabinagar- Chandra highways are
mentionable. At present 95.28 kilometer national highways of growing to 4 lanes
work is in continuing.

At
present 394 kilometer national highways in both sides one stage under 2 separate
service lane including 4 lane developing meaning the work of 6 lane highway
construction are in progress fully.
·
To
minimize the road accident seventh national road safety strategic action plan
2014- 16 has been implemented and eighth national road safety strategic action
plan 2017- 20 to the implementation of final activities has been sent to the
related ministry/ department/ organization. To prevent road accident different
risky bend of Dhaka- Aricha national highways has been made direct. In
addition, marking 144 block spots of the highways in across the country 130 has
been resolved already.

To minimize
the road accident under the regular training of BRTA from 2009 to June 2018
2,86,674 professional vehicle drivers has been given training to increase
awareness and to develop skills. In addition, 13 depo of BRTC, 1 training
center and 3 training institute has given training regarding motor driving,
motor mechanic, wielding etc of total 49,713 youths, and young women. In additional
training activities have been started from March 2018 for the purpose of
creating heavy vehicle driver of 1800 people and simple vehicle driver of
21,000 people within 2020 under the SEIP project. The government has declared
as the national safe road day of 22 October and the day has been celebrated in
across the country for the first time in 2017.

958
buses have been added in Bangladesh Road Transportation Corporation (BRTC) of
different types at the time from 2009 to June 2018. To increase the service of
government public transportation 600 buses and 500 trucks of the collection
activities are about to end.

Dhaka
city and the area beside there Urban Transport as the demand and width is
increased Dhaka Transportation Association Authority (DTCA) introduced in 2005
for the period of 20 years Strategic Transport Plan (STP) making time appropriate
Revised STP 2015- 35 has been introduced. Revised STP in 5 mas rapid transit
(MRT) [MRT Line- 1, 2, 4, 5 & 6] line, and 2 bus rapid transit (BRT) [BRT
corridor- 3 & 7], three stages colored road (inner, middle and outer), 8 radial
road, 6 expressway, 21 transportation hub construction and traffic management, traffic
safety managing developing and bus transportation sector reconstruction has
been set up.

Continuous Mega Project
At present there are
implementable by the office/ organization under this department 12 number of
projects with one thousands crore or more expenditures. Those are as mentioned-

Dhaka
city and the area around there to minimize traffic jam and environment friendly
area as the modern public transportation from 3rd east uttara to
Bangladesh Bank 20.10 kilometer long 16 station based in both sides to
transport 60 thousands hajj passengers per hour enabled Mass Rapid Transit
(MRT) Line- 6 (Bangladesh First Elevated Metro Rail) construction, bus rapid
transit (Gazipur- Airport) corridor construction , in both sides one stage
under 2 separate service lane including Joydepur- Chandra- Tangail- Alenga
nationa highways, Alenga- Hatikumrul- Rangpur highways, Ashuganj river port –
Sharail- Dharkhar- Akhaora land port highways and Comilla (Tamsam bidge)-
Noakhali (Begumganj) highways to develop the highway in 4 lane meaning 6 lane
highway construction, Barishal- Patuakhali national national highways Paira on
the river 4 lane based Paira bridge construction, cross- border road network
improvement project (Bangladesh) under it construction of 17 bridges including
Kalna bridge, Dhaka- Chittagong national highways 4 lane based second Kachpur,
second Meghna and second Gomati bridge construction, western Bangladesh bridge
improvement project under it construction 82 bridges, Dhaka- Padma bridge-
Vanga expressway construction and mountain district Bandarban, Rangamati and in
the border of Khagrasari construction of long border of 317 kilometer
associated with 1 stage 4 highways.

Activity
For the construction of digital
Bangladesh of the government road transportation and highways department has
been practicing different innovative activities and support and inspiration are
giving massively. Decreasing time and expenditure and to mark problem free the
government services for the purpose to reach to the mass people the department
in the last ten years has been taken the innovative activities as mentioned in
bellow:

One
interactive website has been run including page of this departmnet and has been
updating regularly. Online activities has been run of e- filing, management
information system (MIS), geographical information system (GIS) map, grievance
redress system (GRS), information receiving activity, digital library, land
management, case management, vehicle management, audit objection management and
digital toll plaza etc.
·
The
location of the bridges of highways network has been marked in Google map and
Google earth, therefore the picture of the bridges is seen and mark from any
part of the world.
·
In
the network of road and public highway office for the facilities of the
passengers Smartphone based travel planner system XMEye apps has introduced as
for test. At present Nabinagar, Baipal and Chandra Intersection apps have been
included. Growing continuously the activity is ongoing. Using the apps public
can observe the mentioned four intersection traffic situation from any places.

Touch
& Go system has been introduced based on the Smartphone in the toll plaza
of Meghna and Gomati Bridge for the first time in Bangladesh for the facilities
of paying toll in problem free and quickly.
·
Increasing
the capability of BRTA and for the facilities of the operation of the
activities clearly from the year 2010 overall tax and fee of the motor vehicle
collecting in online banking system, from 2011 year electronic chip based
digital smart card driving license, from the year of 2012 retro- reflective
number plate an radio frequency identification (RFID) tag adding and in the
year 2014 digital registration certificate (DRC) activity has been introduced.

For
the purpose of fitness certificate issuance as test fully automatically of the
motor vehicle fitness there has been introduced last 30 October, 2016 as
setting up motor vehicle inspection center (VIC) in Mirpur.

For the purpose of keeping
preserved and safe of all BRTA digital services including data back- apps BRTA
has set up a international standard data center.

Abdullahpur-
Matijheel rute 16 buses of BRTC has been given wi- fi internet. In addition the
passengers of Matijheel- Abdullahpur and Matijheel- Nabinagar rute of AC bus
mobile apps ‘Katodur’ has been introduced getting information easily the
location of the bus, seat number an other information.

Using
teh same smart card through diffirent transportation for the facility of the
communication dated 4th January, 2018 AD through the video
conference from Ganabjaban honorable Prime Minister inaugurate rapid pass. At
present in BRTC Abdullahpur- Matijheel route of Ac buses, Gulshan circular route
of Dhaka Chaka AC bus and Hatirjheel Chwkrakar bus in the route the using of
rapid pass has been introduced.

Introducing
Time Appropriate Laws, Rules and Regulations
Twenty first century appropriate
road transportation and highways system for the purpose of construction system
existing law, rules regulation and guideline amendment, changing and altering
keeping relevant with the modern transportation system new law, rules,
regulation and guideline is introducing and has been introduced. Therefore
Dhaka Transportation Association Authority Law- 2012, Motor Vehicle Excel Load
Control Center Operation related regulation- 2012, road preservation fund boar
law- 2013, national association multi ways transportation regulation- 2013,
toll regulation- 2014, Metrorail law- 2015, road and public highways of the
ministry of land system regulation- 2015, Metrorail regulation- 2016, bus rapid
transit (BRT) law- 2016 raid sharing service regulation 2017 has been
introduced and ruled. Road transportation law- 2018 on dated 19 September, 2018
in the national parliament in the meeting has been passed, which has been
published as the type of gazette.
