proposal of service purchase last dated 18th October, 2017 AD as recommended
in the Cabinet meeting is approved by the appropriate authority. There is
mentioned that as the government decision of the activities are not implemented
in the progress report of the implementation in the end week of every month is
requested as per instructions to send signature providers bellow.

2.1 In the meeting, Alternative Chairman of
Aknek Mr Abul Mal Abdul Muhit, Honorable Minister, Finance Ministry, and
honorable members Mr Amir Hossen Amu, honorable minister, Industrial Ministry,
Mr Tofael Ahmed, Honorable Minister , Commerce Ministery, Begum Matia
Chowdhury, Honorable Minister, Firm Ministry, Mr Khondakar Mosarraf Hossen,
Honorable Ministry, Housing and Public Work Ministry, Mr Obaidul Kader,
Honorable Minister, Road Transportation and Bridge Ministry, Mr Anisul Islam

2.2 In the beginning of the meeting
Honorable Minister, Planning Ministry told that, financial year 2016- 2017 up
to January month point to point average price inflammation was 15.15% which is
increasing slightly is in February 5.31%. The price inflammation has increased
as because of increasing feed able oil and beef price in the market of
international market. From March 2015 to February 2016 in 1 year average price inflammation
was 6.15% therefore. But from March 2016 to February 2017 of average price inflammation
rate was 5.41%. In the financial year 2016-2017 in the first 08 (eight) months
yearly development program (ADP) implementation progress is 37% which is 3%
more in compare to the same time in the last year. He told more that, today
Aknek meeting of 2016-2017 is the 20th meeting of the financial
year. In 2016-2017 financial year to date of 19 Aknek is total 158 projects
have been approved. In that meeting in 60 ministry/ 04 project in finance of
GOB 04 projects department; GOB and in finance of of project support of 02 and
in finance of GOB and project organization 01 project in total 07 projects are presented
for kind consideration of Aknek project. Among the projects 02 social- finance

organization department, 01 industry and power department and 02 for the
infrastructure department, In addition to 05 projects has been presented for
the kind information in Aknek by the Honorable Minister, Planning Ministry.

power point as per the subject of the discussion the important subjects of the
project proposal is requested. Members of the related department as per the

5) Subject of the Discussion-1
Establishment of 5 Complete Center of
Bangladesh Television
5.1 Presentation and Discussion:
Mr Md. Nazrul Islam member in charge of Social-
economic infrastructure of planning commission as for alternative leave Mr
Mostafa Kamal Uddin member in charge of Industry and Power Department under the
information ministry the main purpose and chied activities of the proposed
project, project period (January 2017 to December 2020), the projected total
expenditure 1391.00 crore taka [GOB 402.45 crore and project support (China)
988.55 crore] etc through power point is presented in the meeting. He told
that, the proposed project under the country in five departmental cities in
Rangpur, Rajshahi, Khulna, Sylhet and Barishal for the purpose of establishment
of 5 complete television centers (A) New 5 television center construction (B)
Equipment and Machineries purchase (C) Fuel and Vehicle Collection (D)
Materials, computer, office equipment collection etc will be worked. He told
more that, if the proposed project is implemented government revenue will be
increased through advertisement broadcast and creating and broadcasting in
Rangpur, Rajshahi, Khulna, Sylhet and Barishal area cultural, historical and
entertainment programs. In addition to creating people awareness will be
possible in root level of the people through creating government regulations.
Honorable minister, information ministry
told that, dated 18th May, 2014 AD honorable prime minister at the
time of visit based on the instructions the discussed project has been
proposed. Regarding the finance of the China government the department of
financial relation the agreement has been received. Honorable president of
China in October 2016 at the time to visit Bangladesh regarding to finance the
project a deed of contract is accomplished by the signature. Bangladesh
Television is not a profitable organization, but a service oriented
organization. From the founding Bangladesh Television has been broadcasting the
program of development and people awareness. At present though there are many
commercial television educational and creating people awareness program are
very little. BTV at present 36% entertainment and 64% developmental program is
broadcasted. The project in discussed if approved the people of the country
will be able to inspire in the mindset freedom fight and to remove extremism
and terrorism BTV will keep important contribution.
Honorable Minister, Firm Ministry told
that, there are many small geo- communities is lived in Moymanshingha, those
have separate culture and history. In there, general people and small geo-
community to practice culture and to broadcast that in there an individual
television is necessary.

told that, it is seemed there will not be necessary to acquire land for
establishment new station in there, BTV has its own land in Moymanshingha.
Honorable prime minister told that, as
Moymanshingha is a new division in addition Moymanshingha has massive culture
and history. To evolve the culture more in the project in Moymanshingha there
will have to establish a TV center. He told more that, Moymanshingha TV center
activity the projected expenditure of the project keeping non changed there will
have to establish 6 TV centers. Instead of acquire 10 acre land as pr necessary
the measuremnet of land will have to keep. Other items of the project the
expenditure will have to calculate logically. As a result overall finance the
expenditure will have to execute to establish Moymanshingha TV center and
accordingly project deed will have to be reconstructed.
5.2 Decision: The decisions are taken as
follow based on the discussion:
(A) The activity to establish a TV center
in Moymanshingha instead of establishment of 5 complete TV center of Bangladesh
Television 6 complete TV center establishment project will have to be taken. In
that case, the proposed project keeping unchanged total specified expenditure
the deed of the project will have to be reconstructed.
(B) 10 acre land acquiring of the proposed
project the limitation of land measurement will have to be kept as per
necessary instead and the expenditure of other items of the project will be
specified logically. As a result the expenditure will be executed to establish
Moymanshingha TV center through overall finance.
(C) 6 complete TV center establishment of
Bangladesh Television in titled project total 1391.00 crore (one thousands
three hundred ninety one crore) [GOB 402.45 crore and project support (China
988.55 crore] specified expenditure is approved for the implementation of the period
of 01 January, 2017 to 31st December, 2020.
6. Subject in Discussion- 2: Leveraging ICT
for growth, employment and government project (1st amended)
6.1 Presentation adn Discussion:
Member in charge of Social- economic

project within the period (From February 2013 to June 2019), specified total
expenditure is 754.21 crore taka (GOB 15.60 crore and project support (IDA)
738.61 crore (mainly approved 572.4851 crore taka), the reason of the project
amendment is presented in the meeting through power point. He told that, the
proposed project under the across the country (A) 10,000 people of non-
computer science graduation software developer conversion training giving (B)
20,000 people trainee in computer language, cultural sensation, PC/ key board
etc training will be given (C) Providing training to IT/ ITS focused
supervision/ middle management training. (D) Establishment of BCC IT/ ITES unit
for the development of related industry of IT/ ITES (E) Expansion of National
Data center and establishment of Disaster Recovery center, operating cloud
computing for providing e- service (F) E- government interoperability framework

(C) Under the proposed project four modern and healthy
animal cutting places will be constructed there will have to kept the modern management
in cutting animals. Later there will have to manage as there is seen the modern
and healthy korbni animal cutting spaces.

is recommended based on the agreement of all therefore there can be approved in
regulation the proposal to accomplish the turn- key system through direct
contract with nominated China State organization by China government as the
sole source instead of open tender activities to establish, purchase, other
equipments design and architectural design and construction, digital studio
equipments for administration building and studio.

Quotation of the description of the

Subject of the Discussion- 03: Proposal to
approve in regulation the subject of accomplishment turn- key system through
Chinese state organization ALIT & DRFT to purchase service and product,
technical work under the project in titles “6 Complete Television Center

Discussion:
(A)
The proposal is presented to approve in
regulation for the accomplishment in the system of turn- key through direct
deed of contract with nominated China state organization by the China
government as the sole source of the service purchase and direct purchase in
the system of necessary product and physical work under the project in titled
“Establishment of full fledged 05 TV Station of Bangladesh Television”
implementable through Bangladesh Television by the Information Ministry.
(B)
The proposal is presented in the meeting in
favor of the ministry a project is taken in titled “Establishment of full
fledged 05 TV Station of Bangladesh Television” for the construction of TV
Station in cities by BTV based on the instructions to build TV Station at the
time of visit of the information ministry by the Honorable Prime Minister in 5
departmental cities as like: Rajshahi, Rangpur, Sylhet, Barishal and Khulna. If
the project is implemented local, cultural and social- economic infrastructure development,
evolution of mind, development of the government and progress of news,
supporting the cultural diversity of the country multiplying the economy of the
village and to empower the women to construct the digital Bangladesh in overall
the project bears special importance.
(C)
The proposal ministry hs informed in the meeting
that China state organization ALIT (Aerospace Long March International Trade Co
Ltd) and Chinese public media related organization Radio, Film & TV Design
and Research Institute (DRFT) in association has expressed to establish 5 TV
centers of BTV. Therefore finance related department is included the project in
the list based on the propriety projects implementable in finance China based
on the kind agreement of honorable finance ministry by the finance affairs
department and the project is informed to ERD after receiving approval in
regulation of the planning commission in PDPP. Then letter is sent to Chinese
embassy from ERD requesting for financing the discussed project. Then the instruction
is given to the information ministry for taking necessary steps regarding the
subject of ERD as requested to start negotiation for the signature of
commercial contract with ALIT (Aerospace Long March International Trade Co Ltd)
from Chinese Embassy. Then in leading of general director of BTV a contract
negotiation committee accomplishing the negotiation a draft commercial contract
is accomplished with signature with ALIT & DRFT.

(D)
The proposal ministry has informed more in the
meeting that finance provider organizational and at the time ERD loan contract/
financial agreement through negotiation the terms of the proposed loan will be
specified. The commercial contract will be effective after the signature of the
loan contract within ERD and China bank as well as all of the approval
necessary in between Bangladesh government and China government.
(E)
The proposal ministry has informed to the
meeting that under the project in discussion negotiation is done regarding the
subject to specify total contract price taking consideration the updated
schedule rate of the Public Work Ministry for civil and electro mechanical work
and the present market price , current and end project received price of BTV in
the case of sole price specifying of the service and for collected product and
physical work. There has become possible to decrease about 125 million US
dollar minimizing from 160 million US dollar of the primary proposed price.
(F)
The proposal ministry has informed more in the
meeting that the draft contract is sent to the legislative and parliament
affairs department for receiving vetting of the law ministry, without making vetting
law ministry has expressed opinion necessary approval of the cabinet ministry
related financial affairs and national revenue board on the contract.
Accordingly the opinion has been collected of the national revenue board on the
draft contract in signature. The proposal has been presented for approval of
the cabinet ministry related to financing.
(G) The
proposal ministry has informed in the meeting that the subject of considerable
project loan has been informed from ERD as has sent the letter to ERD for
approval/ recommendation of loan related permanent committee related to the
loan of the project based on the types of loan before the signature of the loan
contract there will be presented for approval to loan affairs permanent
committee. At the same time G to G system foreign government or governmental
institute whether the proposal product or service purchase as per in instruction
of prime minister office for verifying the constructed constructed committee of
the proposed project G to G system and negotiated specified price the
acceptable proposal for implementation has been recommended.
(H)
The proposal ministry has informed to the
meeting in answering a question that if the project in discussion is
implemented the government received for the development of the country different
steps will be easier to broadcast to the mass people. The proposed TV stations
will be supported in increasing to spread the local culture with keeping
special contribution creating public favor against people and government
including extremism.
(I)
The opinion in agreement of all is expressed in
the meeting that at present in the country there are many non government
television and theses channels have broadcasted many standard programs.
Implementable TV stations will have to be survived competing with these non
government stations. Therefore there will have to make sure the subject to
broadcast standard programs, skilled and enough work forces for the TV
stations.
(J)
There has been discussed in the meeting that the
TV stations will broadcast in the country- abroad individually of the TV
stations as per the proposal. In that case every TV stations there can be
license to be necessary in separately. The subjects can be taken in
consideration by the proposal ministry.
(K)
The opinion is expressed in the meeting that the
committee can consider the subject to follow the system of direct purchase but
which organization the purchase will be made that subject will be considered

much is spent to establish the types of television center as verifying the
subject with a comparative information direct purchase related the proposal of

agreement is expressed in the meeting regarding there can be approved in
regulation the proposal to accomplishment in the turn- key system through
accomplishment of direct contract with nominated China organization by the Chinese
government as the sole source instead of open tender activities of
establishment and purchase of other equipments design and studio and
administrational building established design and construction , digital studio
equipments for the complete TV station construction in 5 divisional cities
(Rajshahi, Rangpur, Sylhet, Barishal and Khulna) under the project in titled

Work Areas of the Committee:
Price of the project
will be specified of the committee consulting with technical committee and
verifying whether to purchase the product/ service in the system of G to G
which is as per regulation purchase related cabinet committee or financial
affairs subject related cabinet committee will be presented for the
consideration.
2. Two meetings is
hold on dated 09/08/2016 and 21/08/2016 AD (Activity description of the meeting
is attached). There is seen from the information presented and discussion of
the meeting that, as per guide line of ITU within 2018 as there are obligation
to broadcast digital terrestrial for the purpose to convert in modern and
digital system of BTV different development projects is taken. The project is
taken in titled “Establishment of full fledged 05 TV Station of Bangladesh
Television” for the establishment of TV center based on the construction of
digital Bangladesh overall of empowering woman multiplying village finance,
supporting diversity of the country, progress news and development of the
government, evolution of mind, development of social- economic infrastructure,
local and cultural. The project is taken of receiving efforts by the foreign
support beside financing GOB in favor of the project. As per instruction of ERD
last dated 25/08/2014 AD the project is sent to the planning commission for
receiving approval in regulation of PDPP of the project and last dated
24/11/2014 after the approval in regulation of planning commission to finance
the project from ERD in Chinese embassy is requested.

Last dated 31/03/2015 AD ERD is informed
for starting negotiation of the signature of commercial contract with Chinese
State Organization ALIT (Aerospace Long March International Trade Co Ltd) from Chinese
embassy. As per instruction of ERD contract negotiation committee is
constructed last dated 12/05/2015 AD from the information ministry. Committee
starts negotiation based on the Federation International des Ingenieurs-
Conseils (FIDIC), Switzerland in Contract for Engineering, Procurement and
Construction (EPC)/ Turnkey Projects. The representatives of ALIT and DRFT
members of the committee and among them in details discussion and technical
regulative sides as discussed having been 12 meetings the draft commercial contract
is finalized. In the mentioned draft contract product, physical work and
service price to be fixed in 125,121,131.00 US dollar in equal of 96941.00
(Nine hundred sixty nine forty one lakhs) taka.
3.As observed the informational presented
in the meeting and based on the project the members of the became agreed that
BTV has no skilled people to implement the proposed project. In addition the
project as to implement no other Bangladeshi governmental or nongovernmental
organization has experience. Therefore the project if wanted to implement there
is mandatory the foreign support. As per consideration of G to G the proposal
to implement the project is right and considerable.
4. This is certified from the presented
information that, the main item of negotiation and work and machines. In the
case of the machines keeping relevant the demand of the BTV the machines has
been finalized. Under the project the collectable product, physical work and
service in sole price in specifying BTV ended and current project received
price, present market price and civil electro- mechanical work in consideration
of schedule rate updated by public work ministry total specified price has been
finalized. Under the proposed project the price of the chief collectable
machines and under the budget of other project/ revenue of BTV a comparative
price of the collected machine is presented in 2nd meeting of the
committee. There is seen in discussion of the meeting the negotiation has been
hold in 2015 and presented comparative description the machine are purchased
before 3 to 5 years. As a result the international market price as decreased
some of the machine price has been decreased and as because of increasing
market price and development of technical standard some of the machine price
has been increased. Five thousands dollar in equal and the price in more some
of the component as examined the rate is made appropriate regarding that matter
the members have became agreed. Vetting is received of the establishment
ministry regarding the primary design accumulating dome sized free form finally
introduced observing more than one design submitted by ALIT & DRFT. The
establishment ministry at the time in giving their vetting has informed the
characteristic of establishment of effective commute of air and light, as
appropriate for commute people and shooting, accomplishment facilities o
practical activity, and diverse design of the building. At the same time from
establishment primary design and detail drawing at the time of introducing
establishment ministry and there is given consultant to take support of the expert
of the Public work ministry. There is seen all of the work construction and
electro mechanical work in introducing the rate schedule i finalized of Public
work ministry. In observation of the presented information in the meeting
members of the committee has became agreed that, through the negotiation the
list of final machines and price specification and primary establishment design
is acceptable.

Recommendation of the Committee:
In explanation of the
presented information and in observation of the activities of the members of
the negotiation committee the committee has recommended the specification:
(A)
The proposed project is acceptable proposal for
implementation in the system of G to G;
(B)
There has been proved to the committee as acceptable
and appropriate of 96941.00 (Nine hundred sixty nine crore fourty one lakhs)
taka in equal of US dollar of 125,121,131.00 of specified product, physical
work and price in the draft contract which is finalized through negotiation.

Subject of Discussion 02: Purchase proposal for the accomplishment

Decision:
Instruction, regulation and traditional laws have been
followed appropriately in the consideration purchase therefore based on the recommendation
of information ministry to accomplish the turn- key system through Chinese
state organization ALIT & DRFT to purchase service and product, technical
work under the project in titles “6 Complete Television Center Establishment of
Bangladesh Television” implementable by Bangladesh Television in favor of Chinese
state organization Aerospace Long March International Trade Co Ltd (ALIT) and
Radio, Film & TV Design and Research Institute (DRFT) through direct
contract without vat/ tax of US dollar 125121231 which is in local currency
about 988.46 (Nine Hundred Eighty Eight Crore Forty Six Lakhs) taka purchase
proposal can be approved regarding that is recommended by all.
In that situation, last dated 18th October,
2017 AD meeting hold by the cabinet ministry related to the government purchase
decision taken by the committee is presented for the kind approval and kind
consideration to the Honorable Prime Minister.
