MEMORANDUM OF ASSOCIATION

OF

 LUSTRE

 REGISTERED AS PER THE SOCIETY REGISTRATION ACT 21 OF 1860.

Article 1:          The Name of this Society is: LUSTRE.

Article 2:          The Registered Office of this Society: Section -12/C, Road No. 4, House No. 16, Mirpur, Dhaka - 1216. Head Office: Chakrampur, Natore. But as per decision of the Executive Council at any place of Bangladesh of its branch project and office can be opened out side of Bangladesh and can be shifted.

Article 3:          Area of Program: All over Bangladesh.

Article 4:          Nature of the Organization: It is a Human Welfare, Social Development, Socio-Economic, Human Development and Non-Political Organization.

Article 5:          Aim & Objects: The Society will act to perform the following aims & objects irrespective of race, religion, caste and irrespective of parties with opinions.

(A)       Developing the Socio - Economic position of the poor classes to upliftment their standard of living.

(B)       Within a specific time through specific development model to achieve the self-dependency of the peoples to the country.

           

(C)       To reduce foreign aid gradually and to flourish own resource.

(D)       To take practical program for women development reducing

           discrimination among  the women and  the men.

(E)       Eradication of terrorism and corruption from all the stages of the societies and to establish peace, tranquility and social justice.

           

(F)       To co-operate with the government integrated development works.

(G)       Health service treatment research.

(H)       To take up income generating project.

Article 6:         Aims, object and programs:

(1st)                                                          To give welfare oriented help and assistance for the hard up, poor, neglected and backward class of the peoples irrespective  of race, religion, caste.

(2nd)                                                        For the development of land less and poor peoples socio-economic development through justice, business basis and on the basis of mutual economic participation and with the basis of co-operation for the development of their lives.

(3rd)                                                       To participate in the Government adopted different activities and to take up different vocational projects for the country's unemployed peoples of working class and professionals and women.

(4th)                                                       In order to formation of project capital of the Target group Male/Female members to arrange minimum/medium/long term saving projects.

(5th)                                                       For execution of the society's objects collected fund is to be invested to the Male/Female Members for income generating projects.

(6th)                                                        In order to spread the Education in National life to start Mass Education project.

(7th)                                                        To give Vocational training and skill ness in professional activities for project members/female members, individual and agency wise. To arrange pre-service training for the appointed employees and officers in different projects and to operate the expense of training on mutual participation of the appointed employees and the officers. 

(8th)                                                        Similar any other organizations like that of the societies objects and programs who are eager for execution of the societies programs to arrange those firms/agency/organization for participation of the activities of this society as members, besides if any organization is agreed to give membership as per their policy to take up membership of that organization. 

(9th)                                                       To take all sorts of projects for the neglected peoples for their health, nutrition and family planning. 

(10th)                                                    To arrange for supply of health service and materials in free of cost/minimum price/fair price in the Health - Education Training Clinic and Medicine supply projects. 

(11th)                                                    To take up Aid and prevention and check up program, Micro credit project, Arsenic free plan, developing of earthen development Project, Iodine defficiency check project, Thalasemia/to procure blood for anemia diseased patient, preservation and infusion and to take up private Blood Bank Project. 

(12th)                                                    For agriculture and agriculture connected sector to raise capital, technical development, training and with marketing to perform different activities and to arrange. 

(13th)                                                   To take up rehabilitation oriented projects for orphans, helpless, old men and women, unemployed disable freedom fighters and all kinds of disabled and arrange for recreation.

(N)       Arrange to circulate and publish poster, Newspaper, Bulletin, Magazine, News photo, Video Documentary Film etc. according to Govt. rules for the purpose of publicity of true information to development and activities of the organization and to the country.

(O)       Could be print any kind of publication.

(P)       Gradually reduce the foreign aid and to attain national self-reliance by taking sustainable project and forming capital through co-ordination and development of local resources.

(Q)       To take all kinds resource development employment and Human oriented project. 

(R)       To take all kinds of relief and rehabilitation projects for the persons affected by natural calamities including flood, drought famine.

(S)       To supply necessary daily commodities including consumer goods through home services project at fair price on the basis of service and business for helping the fixed and lowest income people of the urban area.

(T)       To take project and celebrate the various national day for the purpose of development of the language, culture, history, tradition, science, literature, arts and fine arts of the country.

(U)       Could take capital/grant sanction/loan from any person, organization, Bank and Donor Agencies of home and abroad for the purpose attaining Economic strength. Could take foreign aid and loan against interest or service charge.

(V)       Could invest money among the target people of small businessman slum dwellers and rural workingman for the purpose of implementation of the society's surplus fund.

(W)      Could adopt aims and objects of any programs/project of the organization in phases consistent with the Act of the society's Board of Directors.

(X)       To take project of environment development and multifarious forestry.

(Y)       To take research oriented program in the agriculture and agriculture related sector.

(Z)       To take sanitation project to supply tube well and maintain public health.  

(A)       To arrange seminar, discussion to make study, research and publication in social development for exchange of experience.

(B)       To motivated men and women and to give training and encourage them education for bringing gender equality.

(C)       Help to implement program of the poor, unemployed, half employed and the enterprising women with the co-operation of various organizations financing organization.

(D)       To establish or support technical education center in the school, college in order to the development of the skill and natural education.

(E)       To motivate the backward and undeveloped indigenous and tribal society of the country in the development activities. 

(F)       To establish health care center of the Drug addicts and to help in creating opportunity cure as healthy citizen again.

(G)       To make school oriented for the dropout children again for the poor children by taking program of development normal life to take necessary steps against risky work for children and against women and child trafficking and in this regard to help in the program of the Govt., national and international.

Article -7 :      Source of  Fund  for the organization :

For the purpose of fund raising and creating capital the organization will take step mentioned above by obeying the prevalent law or rules & regulation of section of Bangladesh Constitution. 

(1)        Could take grant and membership fee from the members of the organization and one time grant from the well-wisher people.

(2)                                                               Could accept financial and technical help from donors or person of home and abroad. But in this regard the prevalent law of the country or foreign donation voluntary activities regulation ordinance, 1978 must be obeyed. could take grant or loan from any organization or Govt.

(3)        Could be accept donation and loan from the Govt. or any other organization.

(4)        Could establish production oriented industry, cottage industry and business center and could take loan in necessary from donor organization.

(5)        Could take loan in necessary from various loan giving organization, govt. or private bank, rural work help foundation and from other financing organization and from any donor organization. 

(6)        Could take medical fee by giving medical help to the members. 

(7)        The organization could take money as training centre or guest house fee and training fee from the trainees by giving training in necessary.

(8)   Could increase the capital of the  organization by purchasing govt. savings certificate term deposit and profitable Bond for the purpose of stabilizing the program of the organization.

Articles - 8:

Money and Resources:

For the purpose of implementation of aims and objects of the organization it could build, house building and other immovable properties take and gave exchange of lease, rent and construction, acquisition, building and house and its extension renovation and in necessary to increase facilities and their maintenance and could take loans subscription. grants financial help from the donors like the Municipality,  the District Council,  the Co-operative,  the home and abroad,the Government, the Private Department Institution Trust, persons and organization and any movable and immovable property un conditionally or at this acceptable conditions imposed by the donor could accept the movable and un movable property fully or partly under the ownership of the organization by mortgaging the property and could take cheaque or take collect money by the other way and  could financial sign agreement of cooperation or memorandum of understanding associative any person or organization for the implementation of the project and could invest in any profitable sector under surplus money according to constitution and cold spend all the expenses from the organizational or outside of the organization and could take any legal actions and steps.
