CHAPTER-1
INTRODUCTION
The Tannery is a most ancient Industry in Bangladesh. The 95% of this Tannery Industry is situated in the Hazaribagh area of the Dhaka City. Hazaribagh is a small area to the western side of the Dhaka city. There is established of this Industrial Plot only in 60 acres of land. There are established the industrial factories taking with the small area and with dis-arranged structure. There is no arrangement to purification of the garbage run from the tannery factories at present. For this, the garbage of the factories are directly following to the river Buriganga and in some cases, the coming garbage do mixed with the sewerage of the Municipal and is spread to the nature in openly and for this, there is influencing the harmful affect to the residing 20 lac of peoples of this locality.
The Govt. is taken the decision to transfer the Hazaribagh Tannery with the included of other Tanneries to a super planned and pollution free place of the factories. In this situation, there have been taken a project for implementation named “Tannery Industries City, Dhaka” duration the period of January-2003 to December-2006 in the amount of land about 200 acres of the Mouza Kandibailerpur, Chandranarayanpur and Charnarayanpur to the bank side of the river Dhaleswari of Keranigonj Upazila and the Savar of Dhaka District. There would created 195 numbers of plot in different dimensions in the Tannery Industries City through the implementation of the said project. In primarily, there would be made transfer in fully of the Tannery Industries of Hazaribagh including all the Tannery Industries of the country to the proposed place. To the view of it, the Govt. has been established Land Allotment Committee to make allotment of land in the Industrial City. Besides, the Govt. has been taken the decision for requisition of more 200 acres of land to the view of spread of the Industrial City. There would also be allotted the the plot to the foreign investors.
For the purification of garbage in the Industrial city, there would be established the Central Environmental Tannery Purification (CETP) and there will also be established the the Dumping Yard for hard garbage. For the result, the owners of the Tannery Industries would be gotten the chance for conducting of their factories in the favorable environmental means. In the field of Tannery exporting to the foreign countries, to fill up the imposed terms and conditions in gradually about the environmental matter, work environment and other facilities by the Importer countries, this Industrial city will be able. The factories which would be transferred in the proposed place, there would be assembled with new technology and equipments. In this situation, it may comes a hope that through the planned plot allotment, this Principles will be play a helpful role for the build up of the Tannery Industrial City.

OBJECTS
2.1 To give the allotment of plots in a planning way to the Hazaribagh Tanney factories and the Tannery factories situated other places of the country.
2.2. To make co-operation for increase of production through the plot allotment in the Tannery Industries City.
2.3. To ensure the using of land for allotted persons in the Tannery Industries City.
2.4. To give allotment of plot to the different assistance provider and serving provider organizations.
2.5. To keep reserve of plots for the entrepreneurs to the view of domestic/foreign investment in the field of Tannery.
2.6. To make arrangement of plot allotment for to establishment of Institute or Service Center for the Development of Tannery Sector.

Chapter-4
PRINCIPLE OF LAND ALLOTMENT
4.1 There would not be made to give any allotment to any other category of industrial factory establishment except the Tannery and Tannery base products in the Industrial City.
4.2 There will be made the preference to get the plot to the established industrial factory in the Hazaribagh area.
4.3 The Plots would be divided into the X Y Z block in considering the facilities of location of the Industrial City and there would the fixation of giving preference to the presently established factories. In this light, the amount of the land and the location would be selected and the plots will be allotted.
4.4 There would be made the allotment to the present Tannery factories and after it, the rest of the plots will be allotted to the new entrepreneurs.
4.5 There could be made to make allotment to any Tannery Industry Factory in considering the Investment limitation.
4.6 There would be give more preference for allotment of land to the Industrial Units those were the more export amount in the last three years.
4.7 Preferences will be given in high scale for the allotment of land to the Finished Leather producing Tanneries.
4.8 There will be provide the advance right to the monetary solvent organizations.
4.9 The present activities of the existing Industrial Units, used location and to the basis of machineries which will be set up in near future and there will be determined of the necessary places and the plots will given as allotment.
4.10 There could be made to allotment of one more plots to any factory in considering the needs of the factories.
4.11 Plots could not be made of allotment to the factories of existing less even remaining the Trade Body Membership Posts.

Chapter-5
FOLLOWING PRINCIPLES FOR THE ALLOTTED
5.1 There will be made the plot allotment through the Tannery Industry City Land Allotment Committee in the Tannery Industrial City.
5.2 There can be made the payment of Premium at a time in cash of the allotted land or to be made payment by the 10(ten) years installment.
5.3 In the cause of payment of the premium to the land at a time and in cash, there will be made of payment within 30(thirty) days after issuing of the allotment letter. There will not be imposed any interest to the cause of paying the premium at a time of the land.
5.4 If be made the payment of premium of the land in installment and as the down payment, there will be made of payment within 30(thirty) days after issuing of this allotment letter of the 2(two) yearly installment. Rest of the 8(eight) yearly installment money will be made payment from the 3rd year to 10th year and this payment would be paid at the commence of the 3rd year after the issuing of allotment letter in each year. The due premium of these installments would be counted the 5% yearly interest.
5.5 The Plot acceptor should be paid the service charge of the running matters of common facilities of the Industrial City and the charge of erection works except the payment of premium of the land. The service charge will be determined by the BSCIC as yearly rate which can be increase or decrease in future. There would be provided the notice at least 30(thirty) days before in the cause of changing of the said service charge. No service charge is not applicable for payment within the 1st one year after issuing of the allotment letter.
5.6 If any premium is paid after the collectable date, in this case, there would be imposed the yearly additional interest as 6.25% upon the due payment. Any service charge is paid after the collectable date, in this case, there would imposed the yearly 6.25% interest upon the due money.
5.7 All the Premium and Service Charge of this Industrial City which is payable to at a time or in installment for allotted land should be deposited to the fixed Bank of the Tannery Industrial City. There should be mentioned the allotted number and date while submitting the Premium. There will be submitted a copy of receipt of the money which deposited in the Bank to the Project Director for to proper deposit of the deposited money in the account of plot acceptor.
5.8 After made of allotment to the lease allotted of the plot in the Industrial City, for the perform of lease deed and after informed about the matter, there would be performed the lease deed within 30(thirty) days.
5.9 On the situation of the Industrial Principle and on the situation of condition and demand, there would be right to change/enlargement of the conditions related of Lease Deed Proforma by the BSCIC authority and the corrected/attachment conditions and as like of registered and signed, there would be entitled to obeying matter upon the plot acceptor.

5.10 The plot allotted person should be made understand the possession of the plot within 30(thirty) days after submission of 1st 2 installment as down payment of the allotted plot. For this, at first, there must be submitted the premium as mentioned in the allotted letter and as per consent of the acceptance to the allotted letter, there will be submitted the signed copy of the plot allotted person and will be contacted with the Project Director to take the possession of the plot in directly and there should be accepted the possession certificate after directly investigate the plot and surveying of it from him. After taking the possession certificate of the plot, there will be given the permission to take the possession of the allotment receiving person.
5.11 Within the 30(thirty) days after directly taken of possession to the allotted plot, by the acceptor, the using plan of the plot cum proposed building, wall, road, factory building construction planning, map, lay-out of the equipments to the project, description of the construction materials, there should be submitted to the Project Director. After appropriate approval of the said map, the plot acceptor, there would be given permission to beginning the construction work of the plot acceptor. It should be started the construction work within 30(thirty) days after approval of the map and there would be completed the construction work within the approved duration period by the appropriate authority and will be gone to the production.
5.12 With the attachment of application of the plot acceptor for to allotted the plot, as per the submitted implementation schedule, there would be completed of the construction work of the factory building. Unless, there would be made of cancellation of the plot and the complete cancelled plot or any part of the plot, to enter of the BSCIC authority and take of possession, there will be the right by the BSCIC authority.
5.13 The allotted plot will be used only for Tannery and Tannery based Industry establishment and to run up and there would not be used to any other Industry, Business, Agriculture, Residential (without the single management of Gateman/Guard). The Tannery factories of Hazaribagh and other places would be shifted to the allotted plots within the fixed time).
5.14 There would be set up a Central Environmental Tannery Purification (CETP) for the garbage cleaning of the Tannery Industrial City and for the Sewerage
purpose. Establishment of CETP and next of it operation and maintenance cost, by the established industrial unit in the industrial city, there will be formed a company/authority and will be conducted by it. As per the accepted guide line by the company, the CETP shall be operated. If not be maintained the guide line, against of the plot acceptor, by the company, there could be taken of necessary steps. There would be included the representative of the BSCIC and the Directorate of Environmental.
5.15 After establishment of the CETP, in the Tannery Industrial City, the transferred/to be transferred all Tannery Industries before starting the production, to the view of Waste Water Disposal, there must be accepted the connection of CETP system Network.

5.16 At the development of the project, the BSCIC/Industrial City Management Authority/Govt. would be taken of decision in what manner, including the CETP and Dumping yard operation and maintenance, the administrative of the Industrial City and relevant other activities, there will be conducted. The maintenance of the Industrial City, Erection and Rehabilitation etc. works, there will be settled by the own cost of the plot acceptors to the Industrial City. Different co-facilities, service charge, through the Land Allotment Committee of the Industrial City, there will be fixed. Besides, in future, for the Industrial City, if necessary any other type infra-structure for preparing which will be made as per advice and approval of the said Land Allotment Committee, there would be constructed by the own cost of the Tannery Industry owners..

5.17 The Allotted letter our lease Deed Photocurrent terms and conditions, it not maintain within the stipulated of time our any Premium, Service charge, CETP and Dumping grad operation our maintenance cost our any due for the Industrial City if not paid in proper time, then there will be entitled of invalid to the said plot without providing any notice of this matter and in the said plot or in the part of it, the Basic/Industrial City Management Authority of its entrance right and situated all building, intra-structure, equipments and other goods etc upon the plot, to removal/ take over possession and due money to the plot acceptor/project to collect acceptor these and there it, to sell of these and there will be the right to remove the former stage of the plot
5.18 Due to the tailpipe of maintaining the terms and Conditions of the allotted Paper, it be made Cancel the Plot by the land allotment Committee or it be Surrenders the plot to the Basic by the plot Acceptor, from the total Paid at a time Value, after deduction of the deposited installments, upon the rest of the money, from the date of first Premium deposit, by the yearly 6.25%, there will be imported of the interest Besides, the cost for plot Cancellation, to remove the Construction Work of the plot and the cost for removing the original stage of the plot, there would be Collected from the plot accepter, moreover, from the deposited premium of the plot by the plot acceptor, the and development paid tax by the authority and Service Charge and other dues, there will be Collected after deduction of the said due, it be paid any excess installment, there could be made demand to refund it through the application.
5.19 The granted loan for the factory of the plot acceptor or Govt. approval which was exist in active before of this allotment letter, due withdrew of it, Cancel of the allotted plot or by the plot acceptor, if be Surrendered of the said plot to the authority in which no fault of the plot acceptor, in this Cause, by the application of the plot acceptor, the a fore said dues, there could be made excuse under the provision right of the authority.
5.20 Allotment letter or lease deed of the tannery Industrial city, mentioned into the Performa, about the matter of any terms and conditions, it be found any device opinion/friction, there would be the final decision of the see re tarry, Industrial Ministry about this matter that which must be obey of the plot acceptor and there should not be lodged any Case about it.

e. To give the allotment for the new applied person in the related head if any allot able plot be founded empty after made of allotment of the necessary lands for to transfer of the Industrial Tannery factories of Hazaribagh and the Tannery factories of other places in Bangladesh.
.f To take the necessary steps in the light of Industrial City allotted plot, Ownership of the Industrial Unit, Structure and in the case of its changeor transfer
To make allotment of land for the establish able infra-structure to the view of environmental pollution resistance of the Tannery Industrial City.
g. To prepare the principle for the management and maintenance of the allotted persons of the Industrial City.
