4.                 We, the general members gave the letters to sit in a meeting  with the new elected committee on the last 12/04/03 but nobody of the new committee  attended the meeting.  Afterwards, while we asked them, they said, the brothers of CARE did not give them to come.

5.                  DURJOY is working in the project titled “Empowerment of Sex Workers through Effective Communication & Efficiency Growth” with the CONCERN located in Dhaka and in HIV/AIDS Project of CARE located in Rangpur and Khulna through partnership.  The Advisory Committee gave reminder for extension of time before closing date of the project period.  But we did not find any role of the Advisory Committee concerning the project of CONCERN . But the Advisory Committee impede for not undertaking the project of CONCERN by making resignation of Executive Committee strategically.

Under the above circumstances, CONCERN arranged a meeting with DURJOY Advisory Committee, Project Advisory Committee, Former Committee and new formed committee jointly on the last 21-04-03 finding no any response from DURJOY . None of the former committee of DURJOY was present in the aforesaid meeting because all of them are almost out reach worker of CARE and they have been prohibited to come to the aforesaid meeting. Anam Bhai was present in the aforesaid meeting and he said to stop the project of CONCERN for the time being. We do not know whether any other NGO is working for increasing efficiency and empowerment, so it is not understandable to us on what ground he is impeding to undertake the project of CONCERN.

The majority of first class conscious leaders or members of DURJOY are outreach workers of CARE(about 50 persons). So, the aforesaid members are being compelled or made compelled to abide by any decision normally. They are being directed calling in the CARE Office. No meeting is allowed in DURJOY office or any decision is not also informed. On the contrary, the office of DURJOY should not be the only center point of all the works.

In the circumstances, it is being felt that CARE would like to control the activities of DURJOY by 40/50 outreach workers only which is not desirable. We laso found that the election schedule of Durjoy is sent to all the DICs from CARE office. Despite this, no notice is given to the office of DURJOY. The leaders (Fem.) of the Election Commission have said that they are working as per the directives of the Advisory Committee. We think that CARE is interested to reduce the organization ‘DURJOY’ of two thousand members within 40/50 persons.

It has been mentioned in DURJOY Election Schedule that the rate  of purchasing for the post of President (Fem.)AND Vice President (Fem.) @ TK.300. 300.00, for the post of Secretary @ TK.250.00 and for the post of member @ TK. 150.00 has to be deposited. We are protesting severely because, it is very troublesome to work in the road presently. So, it is also troublesome for the general members to purchase Nomination form by so much money. It is easy to purchase Nomination Form by the aforesaid money on behalf of of Outreach Workers can not participate in the imminent election of DURJOY. For that reason, the Advisory Committee has fixed the aforesaid money.

6.       .We are informing further for your consideration that the leader  of new committee Begum, Shahnaj & Kobita and the project workers & other members altogether sent a letter to the CONCERN office after the meeting held on the last 21/04/03 that they would submit the proposal of ‘Sexual Workers’ ‘Empowerment through Effective Communication & Efficiency Promotion’ Project by the next 24/04/03.   But Begum did not come any more to the office OF DURJOY to formulate the Project Proposal upto 24.04.03. And we could not bring her through hundred times endeavour though she has come to the office of CARE daily. We have been, further, astonished that a letter signed by 75 general members has been sent to CONCERN office so that the proposal of CONCERN project is not signed, if signed there will be a problem in future. Seventy-five persons who have signed the majority members are the outreach workers. Even there is also signature of Begum, the leader of new committee. We can not understand why the image of DURJOY is being hampered. It is not understandable to us why CARE is hindering to collect fund from any other person.

7.       It is also mentioned in the proceedings of the meeting dated 08/08/03 that purchasing of the newspaper is stopped for saving the cost of DURJOY. On the contrary it is mentioned beside this that around TK.8000.00 (Eight thousand) for the office rent and bill will be borne from the own fund of DURJOY from April, 2003. It is necessary to mention that the office rent of DURJOY is borne from the CONCERN- DURJOY Project. In spite of that, how the Advisory Committee advises to spend the deposited money earned by the sex workers with hardship closing the project of CONCERN. Despite this, the Advisory Committee:

                    ·   Can not arrange the accounts of personal money of the members of DURJOY as yet.

                    ·   Could not arrange the alternative employment providing around  TK.Six/Seven Lac deposited in the fund of DURJOY.

                    ·   Despite this, has suggested spending that money in the unproductive sector now.

                    ·   Is creating hindrance in the fund collection process( without CARE FUND) from the different sources of DURJOY

                    ·   So, we shall guess the work of the Advisory Committee is to weaken DURJOY organizationally.

8.        We are also informing that the Former President of DURJOY Hajera has gone to the CARE office picking up some files from DURJOY office on 21.04.03.  We can not understand why the Advisory Committee is making such kinds of works.

9.      We have been astonished finding the signature of the staff of CARE in the proceeding book of DURJOY on 08.04.03. We have also been astonished to see the forgery signature of the member who was not present in the aforesaid meeting. So, we can not think that where responsible person of CARE was present how there is such irregularity and though he is present in the meeting of decision making yet under what jurisdiction he has signed in the proceeding of the aforesaid meeting. It is not understandable to us why CARE is doing such things.

We present here some matters only for your consideration. Today, we would like to know and understand newly what will be role of CARE or what should be the role of CARE concerning DURJOY. Is DURJOY independent organization or the organization of CARE for Sex Workers. If DURJOY is the organization of CARE let it be clarified. Otherwise, let DURJOY work independently. Nobody has right to hinder the movement of meeting demand of hundreds of Sex workers in the name of only some Sex Workers. We shall recognize the contribution of CARE in the formation process of DURJOY for life long. For that reason, we, general Sex Workers can abide by, in no way, any illegal attempt for not making work by DURJOY independently.

Therefore, our modest prayer to you that you would take proper action for executing the normal organizational activities of DURJOY on consideration of the aforesaid matters. Otherwise, we think that the movement of right fulfillment of Sex Workers will be impeded, which is not desirable to anybody.

 

DURJOY is the organization of the sex workers. The Sex workers have the right to take any decision on any matter of DURJOY but any other one has not. Hence, this is presented for your kind consideration how far the illegal interference of CARE in the name of Advisory Committee and providing the job is rational. Otherwise, we, general sex workers will be compelled to proceed newly with DURJOY.
