CHAPTER-1
INTRODUCTION
1.0     
BACKGROUN  INFORMATION
The
objective of the project “Construction of Factory Building in EPZ under BEPZA”
is to accelerate report growth and generation of employment through investment
in EPZs of Bangladesh. To implement the objective of the project , it will be
constructed two types  of multistoried
standard factory buildings measuring approximately 3200 sqm plinth area in  Adamjee, Comilla, Ishwardi, Mongla, and 2830
sqm plinth area is Uttara EPZ. BEPZA will finance and will be responsible also
for this assignment. 
1.1    OBJECTIVE 
v  Full
–time Supervision of Construction work of the 04 storied factory building
having 8- storied foundation  at Adamjee,
Comilla, Ishwardi, Mongla & Uttara EPZ. 
Ensuring highest degree of quality in the construction work.
v  Monitoring
and progress reporting to the Client

SCOPE OF SERVICES
                  
Major Scope of service of the consultant shall be :
v  Construction
supervision for Quality control
v  Progress   Management including monitoring&
Reporting.
v  Checking   & Certifying of payment Certificates.
v  Contract
Closing activities including providing assistance in Dispute/ Claims
Resolution/Arbitration, if any.
v  Preparation
of Completion/ Taking over Certificates and Project Completion Report.
v  Preparation
of Defect Liability Certificates.
v  Cooperation
for permanent record and& documentation separately for the project.
v  Post-
construction monitoring during12-month Defect maintenance period.
v  Assistance
to and co- ordination with the client relating to execution of works.
v  Other
supervision related tasks as deem fit to this context of construction.

The Consultant 
 As per TOR  PROKALPA
UPODESHTA LTD  was selected for
consulting services for the  project  Updating/ preparing  construction 
Design   of  Factory Building at Mongla, Ishwardi,  Comilla, Uttara& Adamjee Epz Unde   Bangladesh export processing zone authority
(BEPZA)                                                          
  1.5 The  Contract:
 This CONTRACT " (hereinafter called the
"Contract') is made the ...08.. day of the month December, 2014, between,
on the one hand, Bangladesh Export
Processing Zones Authority, House-19/D, Road-06, Dhanmondi, Dhaka-1206
(hereinafter called the "Client") and, on the other hand M/S. 
Prokalpa Upodeshta Limited, House # 316, Block # B, Lalmatia,
Dhaka-1207 (hereinafter called the "Consultant").
CHAPTER-02
PROGRESS
DURING THE MONTH 
INTRODUCTION
We have been
entrusted with the job of providing consultancy services  for supervision work  of construction work of  
Component- 1
construction of 4 storied factory building having 8- storied foundation (MSSFB#
1) at Adamjee EPZ. 
Component- 2
construction of 4 storied factory building having 8- storied foundation (MSSFB#
2) at Adamjee EPZ.
Component- 3
construction of 4 storied factory building having 8- storied foundation (MSSFB#
3) at Adamjee EPZ 
Component- 4
construction of 4 storied factory building having 8- storied foundation (MSSFB#
3) at Mongla EPZ 
Component- 5
construction of 4 storied factory building having 8- storied foundation (MSSFB#
3) at Comilla EPZ 
Component- 6
construction of 4 storied factory building having 8- storied foundation (MSSFB#
3) at Ishwardi EPZ

Component- 1 As
agreement was  executed with  Hossain construction  Pvt  Ltd on 22 
october 2014 for  Construction of
4 storied factory building having 8- storied foundation (MSSFB# 1) at Adamjee
EPZ. The construction firm has already completed  pile casting , Pile driving work will be  started month of may 2015.
Component- 2 As
agreement was HCPL & MHCL (Jv) on 17 Feb 2015 for construction of 4 storied
factory building having 8- storied foundation (MSSFB# 2) at Adamjee EPZ. The
construction farm arranged stone chips, sand & steel for casting test
pile.  Test pile will be casted   08 may 2015.
Component- 3  The work is under tendering process.
Component- 4  The work is under tendering process.
Component- 5 The
construction firm arranged Materials, equipment.  Contractors      site office & Engineer’s office.
Pre-cast pile driving work will be started the next month.
Component-6)  The construction firm arranged Materials,
equipment.  Contractors site office &
Engineer’s office & completed test pile casting work.
Component-7)  Selection of contractor is going on.
2.1
CONSULTANTS  MOBILIZATION: 
 On signing of contractor we have mobilize our
field staff  simultaneously with the
mobilization  by the  contractor .The  Consultant’s 
build –up of the field staff have been graded and coincides with the
notice to proceed and  start-up of
construction  work by the contractors.
Before deployment to the sites , the
consultant arrange an  orientation course
for the supervision personnel  of the
project team acquainting  them with the
methodology and work plan of the project with a view  to 
implementing the project in an effective and Efficient manner.
In consideration want of time the
Authority is now intending to subdivide the whole services into 06 (six) groups.

2.2 Time
schedule for Professional personal
A  Schedule 
of the  Consultants personnel  showing 
involvement of each of them in terms of period  and 
duration is present in Staffing schedule  Overall allocation and utilization of man –
month  of different group  of professionals are also given in the
bar-chart . The bar chart is presented in appendix –A.
2.3 Quality
Control
  The quality
control of materials and work, detailed  ,update and approved technical  specification s as per contract document  are being 
strictly  flowing for all
activities in the field . our field engineers are  ensuring 
compliance of required specification before commencement of any actual
work. With contractor’s mobilization, we are sampling basic construction
materials ( Brick,  stone chips, cement,
sand, rods, ms timber etc).   for
laboratory test  through P W D in an
approved  laboratory  preferably in material testing  laboratory of Bangladesh University of
Engineering & Technology (BUET) for approval . All supplies for work  ensure to be 
matched against approve sample kept as site  for the 
propose . samples from  all fresh
supply of materials  are being tested.
 Special  attention is being  given 
to  concrete work . The contractor
is required  to submit  mix design report s  and shop drawing  for shuttering  for approval 
before  any  concrete work 
commences. Concrete test 
cylinders  are using  regularly for all major  casting as per contract,  curing procedures as required is  be strictly observed.
 Regular top supervision  from 
head office by team leader  and
senior engineer  are ensured  as  and
when required  . They are also  cross-checking quality of work and materials
being  used at the site . for further
control  of quality of work in the field,
our field engineer ‘s check –list of all major works . the test result are
present in appendix-C 
2.4 CONTRACTOR’S
WORK PROGRAMME.
Upon issue  of work 
order the contractor  ask to
submit  detailed  mobilization plan, project management
plan  construction schedule , site layout
planet, for the site for the consultant ‘s 
review  and  approval . This shall specifically include.
i)                   
Review
the contractor’s mobilization plan and oversee the implementation including
recruitment of manpower, delivery of equipment, erection of temporary facilities
demolition and cleaning.
ii)                 
Review
the contractor’s project management plan, quality control procedure mobilization
plan to avoid delays and problems in the commencement of construction
activities.
iii)               
 Review and ultimately approve the contractor’s
construction schedule.
iv)               
Review
and ultimately approve the contractor’s procurement schedule for local /imported
materials and equipment on behalf of the client.
v)                 
Verify
that the contractor has at attained all standards referenced in the contractual
specifications.
vi)               
Verify
that the contractor has submitted documents evidence of having obtained all
insurance coverage and bank guarantees required by the contract.
vii)             
 Review that the contractor has secured all
requisite permits prior to commencement of construction.
viii)           
 Review  
contractor’s layout drawings of site including any temporary facilities and
plant.
ix)               
 Review contractor’s  proposals for provision of facilities  equipment and 
procedures  for testing of
materials  equipment  and systems 
for  compliance with  control 
documents.
x)                 
 Check that all copies of the contractor’s
drawings and all other construction documents are identical to the signed
contract document.
xi)               
 Review and approve contractor’s project safety
and security program.
